We, the undersigned,

Are organizations from across the State of Libya that promote constructive debate culture for the betterment of our country. 

We are united in our belief that constructive, inclusive public debate has never been more important than at this critical juncture for our country. Recognizing that no single Libyan institution alone can organize credible candidate debates ahead of the upcoming elections, we hereby form the Libyan Commission on Presidential Debates (LCPD).

The LCPD and its members commit to the following goals:

• Strengthening citizens’ knowledge of candidate positions on key issues of concern to them.
• Giving presidential candidates an equal opportunity to present their competing visions for the country.
• Providing citizens with an opportunity to compare different options to make a more informed choice at the ballot box.

We commit to the following principles and values:

• An unwavering commitment to democratic, inclusive, and fair debate.
• Full independence from any political stakeholders.
• Ascertaining equality of opportunity at all stages of the process.
• Transparency in all of the Commission’s proceedings.
• Openness to all national institutions that share our values and are not affiliated with any political party, movement, or candidate.

In line with these principles, the LCPD will implement Libya’s first-ever presidential debates under the banner “Libya Decides”. The Commission has nominated, as a technical partner, the regional Munathara Initiative, which organized Tunisia’s presidential debates in 2019.
